I will be traveling to Bulgaria to pick up my son, is it OK to bring powdered sugar and chocolate chips in my checked luggage for missionaries? Also how about beef jerky?

Yeah...should be no problem.  I brought similar stuff several times into the country and never had a problem.  I even smuggled in some Lebenon sweet bologna (only those from PA can really appreciate that) and some root beer.  Unless you look really suspicious (like you're carrying and odd gun-shaped box), you won't be checked when you enter.  I've flown in several times and the procedure is that you first go through passport control.  That is easy...you just show them your passport.  Then you pick up your bags.  Then you walk out the door that says "Nothing to declare".  That's it.

And then the real fun begins.
